Showrooming little threat to clothiers in ho-hum holidays

Chicago (Reuters) – In retail, showrooming has not hit shirts yet.

Showrooming, the retail term for shoppers who try a product, then buy it cheaper on Amazon.com or other websites, has driven retailers to the point of hiding barcodes, improving their own websites and coming up with methods to get people to complete their purchase in the store.

But brand-name clothing retailers have an advantage over companies that sell items you can buy anywhere, like televisions and home goods.

“Specialty apparel retailers are some of the least affected by showrooming since the more exclusive the product is, the harder it is to showroom,” said Joel Bines, managing director of the retail practice at advisory firm AlixPartners.

That, in turn, has helped retailers like Gap Inc and Lululemon Athletica Inc find favor with investors.

A survey of 2,010 adults conducted by AlixPartners showed consumers who shop for apparel were among the least likely (35 percent) to go to other websites after they liked an item at a store, compared with 42 percent of electronics shoppers and 41 percent of those looking for accessories like watches and jewelry.

“If you look at some of the most successful (clothes) companies in the past few years, they are those that have that moat around them,” said hedge fund manager Shawn Kravetz, who runs Esplanade Capital in Boston.

He cites yogawear maker Lululemon and Gap as good examples of how it can help to have clothes that are not sold elsewhere.

If a shopper wants to buy a Banana Republic or Nordstrom shirt from the latest season, they have to buy it either from their stores or online shop.

Discount retailers like Zappos, Amazon and others stock brand-name products, but the merchandise is often not from the current season or limited in colors and sizes.

“I don’t need to see if a television fits my body shape when I buy a TV,” said Joe Megibow, senior vice president of omni-channel e-commerce at American Eagle Outfitters. The teen clothes retailer has seen better sales than its peers over the past year.

“I can get a sense of the TV and I’m good. Clothing is different. Does it fit me, is it my style, do I like the quality of the material and how it is put together. There’s so much more with apparel that matters,” he said.

That is the part of the reason, analysts say, why online-only clothing companies like Bonobos and Gap’s Piperlime have started opening brick-and-mortar stores or tied up with retailers to sell their products in physical locations.

Choice and easy availability are the two most important aspects of shopping, especially during a holiday season that has lost steam after what looked like strong Thanksgiving sales.

Estelle Tran, an “impulsive” shopper in her twenties, agreed.

“If I want to buy books, tech items, DVDs, I would definitely buy online. For clothes, I would rather (visit stores) as it is also a fun experience to try on clothes,” said the Chicago-based finance auditor.

Tran said she would definitely check prices online if she was spending more than $ 100.

Luxury and high-priced items can be more susceptible to showrooming, because pricing is what drives the behavior, said Marshal Cohen, chief economist at the consultancy NPD Group.

“With electronics and certain consumer goods it is very easy to compare specific brands across multiple websites. But (showrooming is) happening and it will be growing. If a (clothes) retailer isn’t taking it seriously, they are going to fall behind,” said Bolette Andersen, principal in KPMG’s retail industry practice.

ROOM TO GROW

Some investors are betting on apparel stocks because of their relative insulation from the threat of showrooming.

While the S&P Apparel Index has returned a sizzling 27.71 percent year to date, according to Reuters data, far outperforming the S&P 500, which is up 14.80 percent, more gains may be coming.

“We still think there’s plenty of room to grow,” said Brian Peery, co-portfolio manager at Hennessy Funds. Its growth fund, heavily weighted in apparel and consumer discretionary goods shares, is up 30 percent over the year.

“As we look into the sector 12-18 months, we continue to buy the discretionary area. Two of our heaviest investments would be Foot Locker Inc and TJX Companies Inc,” he said.

Discount chains like TJX and Ross Stores, which sell branded clothes at low prices, have benefited from the surge in bargain-seeking shoppers.

Even the stocks of retailers like Gap and American Eagle that have staged or are staging turnarounds have gotten a good boost over the year. Gap has soared 69 percent and American Eagle is up 31 percent.

R. Shawn Neville, president of Avery Dennison retail branding and information solutions, said another reason that apparel and to a broader extent other consumer discretionary stocks do well is because of their sustainability.

“In uncertain times, investors look towards market segments that have strong underlying demand which are more stable, like the apparel industry,” Neville said.

Moreover, in times of economic uncertainty, shoppers can still afford clothes and shoes, as opposed to a new car, home, or expensive vacations, helping apparel stocks do well, he said.

“Though Amazon is clearly stealing some share in various categories, clothes retailers, say Abercrombie & Fitch isn’t going anywhere. They’re not being run out of the shopping mall,” said Esplanade’s Kravetz.

Vatican says pope beats Justin Bieber on re-tweets

VATICAN CITY (Reuters) – Pope Benedict, white-haired, 85, and a neophyte to social media site Twitter, has beaten out 18-year old heartthrob Justin Bieber to set a percentage record for re-tweeting by his followers, the Vatican said on Thursday.

The Vatican newspaper said that as of noon Italian time on Thursday the pope had 2.1 million followers on Twitter, eight days after his first tweet was sent.

While Canadian singer-songwriter Bieber has roughly 15 times as many followers – 31.7 million – the Vatican newspaper said Benedict had beaten Bieber on re-tweets.

It said about 50 percent of the pope’s followers had re-tweeted his first tweet on December 12 while only 0.7 percent of Bieber’s followers had re-tweeted one of the singer’s most popular tweets on September 26, when he commented on the death by cancer of a six-year-old fan.

The Vatican said this was part of a wider trend in which people were looking for more spiritual content.

The pope already tweets in English, German, Italian, French, Spanish, Portuguese, Polish and Arabic. The newspaper said he will start tweeting in Latin and Chinese soon.

Hundreds pay tribute to legendary Indian sitarist Ravi Shankar

ENCINITAS, California (Reuters) – Ravi Shankar‘s daughters, Norah Jones and Anoushka Shankar, along with the wife of late Beatle George Harrison said their final goodbyes to the Indian sitar virtuoso on Thursday at a public memorial service in Encinitas, California.

The legendary musician and composer, who helped introduce the sitar to the Western world through his collaboration with The Beatles, died on December 11 in Southern California. He was 92.

About 700 people joined Shankar’s wife, Sukanya, and family at the service held at a spiritual center in the coastal town about 25 miles north of San Diego.

Olivia Harrison, the widow of Beatles guitarist George Harrison, told Reuters the three-time Grammy winner who formed a musical and spiritual bond with The Beatle “expressed music at its deepest level.”

“As a person he was just sweet and seemed to know everything,” she added. “He was a true citizen of the world.”

Shankar is credited with popularizing Indian music through his work with violinist Yehudi Menuhin and The Beatles beginning in the mid-1960s, inspiring George Harrison to learn the sitar and the British band to record songs like “Norwegian Wood” (1965) and “Within You, Without You” (1967).

“He completely transformed (George’s) musical sensibilities,” a tearful Harrison told the crowd. “They exchanged ideas and melodies until their hearts and minds were intertwined like a double helix.”

‘LITTLE CRUMB’

His friendship with Harrison led him to appearances at the Monterey and Woodstock pop festivals in the late 1960s and the 1972 Concert for Bangladesh. He became one of the first Indian musicians to become a household name in the West.

His influence in classical music, including on composer Philip Glass, was just as large. His work with Menuhin on their “West Meets East” albums in the 1960s and 1970s earned them a Grammy, and he wrote concertos for sitar and orchestra for both the London Symphony Orchestra and the New York Philharmonic.

“I always felt like a little crumb in his presence,” Zubin Mehta, a former music director of the New York Philharmonic and collaborator with Shankar, said at the service.

Jazz pianist Herbie Hancock also attended the service along with “Anna Karenina” director Joe Wright, the husband of Shankar’s daughter Anoushka.

Shankar, who had lived in Encinitas for the past 20 years, had suffered from upper respiratory and heart issues over the past year and underwent heart-valve replacement surgery last week at a hospital in San Diego.

The surgery was successful but he was unable to recover.

Shankar’s final concert was on November 4 in Long Beach, California, with his Grammy-winning sitarist daughter Anoushka, who spoke giving thanks to those who came. Jones, the third Grammy-winner in the family, did not speak at the service.

Cliff poses many risks to U.S. public sector, few severe: Moody’s

WASHINGTON (Reuters) – The “fiscal cliff” of impending federal spending cuts and tax increases set for the beginning of the year poses a wide variety of risks to the public sector, but many of the threats hanging over state and local governments are not severe or direct, Moody’s Investors Service said on Thursday.

President Barack Obama and Congressional leaders are in the middle of tough negotiations to avert the cliff before the start of the new year. Economists have warned the combination of tax hikes and across-the-board spending cuts, often referred to as sequestration, could plunge the country back into recession.

A downturn or a downgrade in the U.S. debt rating resulting from the federal budget battles would threaten the credit quality of the public sector, Moody’s said.

“Rating changes could ensue for public finance credits that have direct, or in some cases indirect, linkages to the rating and credit standing of the U.S. government,” it said.

“These rating changes would occur if Moody’s lowers the U.S. government’s rating as a result of the fiscal cliff, or a federal budget agreement is reached that fails to reduce the ratio of federal debt-to-GDP over the medium term,” it added.

Sequestration would mostly impact states indirectly as federal grants to people shrink and they spend less money. Currently, Medicaid, the healthcare program for the poor that states administer with federal reimbursements, is safe from sequestration. Moody’s warned that if Obama and Congress were to decide to cut it in their agreement, “the credit impact would be more severe.”

“The largest component of the sequester is an approximately 9.4 percent, $ 30 billion across-the-board cut to discretionary defense programs,” Moody’s added. “If it is implemented, the economic impact will be most heavily felt in states with high concentrations of defense procurement contracting such as Maryland, New Mexico and Virginia.”

Local governments only receive 5 percent of their revenues from direct federal payments, on average, meaning they too will only be affected by sequestration as lower spending hurts their revenues, Moody’s said. Cities dominated by the federal government and military could be hit harder.

While Medicaid is off limits in sequestration, Medicare, the health insurance program for the elderly, would have to reduce reimbursements for services by 2 percent. That would hit non-profit hospitals.

Sequestration would also cut agencies that fund research at universities, but will likely only impact new grants, while the availability of federal financial aid may shrink, hurting higher education, Moody’s said

The agency also said defense spending cuts will hurt military housing and could negatively impact revenue bonds for it.

Predicting who's at risk for violence isn't easy

CHICAGO (AP) — It happened after Columbine, Virginia Tech, Aurora, Colo., and now Sandy Hook: People figure there surely were signs of impending violence. But experts say predicting who will be the next mass shooter is virtually impossible — partly because as commonplace as these calamities seem, they are relatively rare crimes.

Still, a combination of risk factors in troubled kids or adults including drug use and easy access to guns can increase the likelihood of violence, experts say.

But warning signs "only become crystal clear in the aftermath, said James Alan Fox, a Northeastern University criminology professor who has studied and written about mass killings.

"They're yellow flags. They only become red flags once the blood is spilled," he said.

Whether 20-year-old Adam Lanza, who used his mother's guns to kill her and then 20 children and six adults at their Connecticut school, made any hints about his plans isn't publicly known.

Fox said that sometimes, in the days, weeks or months preceding their crimes, mass murderers voice threats, or hints, either verbally or in writing, things like "'don't come to school tomorrow,'" or "'they're going to be sorry for mistreating me.'" Some prepare by target practicing, and plan their clothing "as well as their arsenal." (Police said Lanza went to shooting ranges with his mother in the past but not in the last six months.)

Although words might indicate a grudge, they don't necessarily mean violence will follow. And, of course, most who threaten never act, Fox said.

Even so, experts say threats of violence from troubled teens and young adults should be taken seriously and parents should attempt to get them a mental health evaluation and treatment if needed.

"In general, the police are unlikely to be able to do anything unless and until a crime has been committed," said Dr. Paul Appelbaum, a Columbia University professor of psychiatry, medicine and law. "Calling the police to confront a troubled teen has often led to tragedy."

The American Academy of Child & Adolescent Psychiatry says violent behavior should not be dismissed as "just a phase they're going through."

In a guidelines for families, the academy lists several risk factors for violence, including:

—Previous violent or aggressive behavior

—Being a victim of physical or sexual abuse

—Guns in the home

—Use of drugs or alcohol

—Brain damage from a head injury

Those with several of these risk factors should be evaluated by a mental health expert if they also show certain behaviors, including intense anger, frequent temper outbursts, extreme irritability or impulsiveness, the academy says. They may be more likely than others to become violent, although that doesn't mean they're at risk for the kind of violence that happened in Newtown, Conn.

Lanza, the Connecticut shooter, was socially withdrawn and awkward, and has been said to have had Asperger's disorder, a mild form of autism that has no clear connection with violence.

Autism experts and advocacy groups have complained that Asperger's is being unfairly blamed for the shootings, and say people with the disorder are much more likely to be victims of bullying and violence by others.

According to a research review published this year in Annals of General Psychiatry, most people with Asperger's who commit violent crimes have serious, often undiagnosed mental problems. That includes bipolar disorder, depression and personality disorders. It's not publicly known if Lanza had any of these, which in severe cases can include delusions and other psychotic symptoms.

Young adulthood is when psychotic illnesses typically emerge, and Appelbaum said there are several signs that a troubled teen or young adult might be heading in that direction: isolating themselves from friends and peers, spending long periods alone in their rooms, plummeting grades if they're still in school and expressing disturbing thoughts or fears that others are trying to hurt them.

Appelbaum said the most agonizing calls he gets are from parents whose children are descending into severe mental illness but who deny they are sick and refuse to go for treatment.

And in the case of adults, forcing them into treatment is difficult and dependent on laws that vary by state.

All states have laws that allow some form of court-ordered treatment, typically in a hospital for people considered a danger to themselves or others. Connecticut is among a handful with no option for court-ordered treatment in a less restrictive community setting, said Kristina Ragosta, an attorney with the Treatment Advocacy Center, a national group that advocates better access to mental health treatment.

Lanza's medical records haven't been publicly disclosed and authorities haven't said if it is known what type of treatment his family may have sought for him. Lanza killed himself at the school.

Jennifer Hoff of Mission Viejo, Calif. has a 19-year-old bipolar son who has had hallucinations, delusions and violent behavior for years. When he was younger and threatened to harm himself, she'd call 911 and leave the door unlocked for paramedics, who'd take him to a hospital for inpatient mental care.

Now that he's an adult, she said he has refused medication, left home, and authorities have indicated he can't be forced into treatment unless he harms himself — or commits a violent crime and is imprisoned. Hoff thinks prison is where he's headed — he's in jail, charged in an unarmed bank robbery.

Kenya police: 28 people killed in clashes

NAIROBI, Kenya (AP) — A police official says 28 people have been killed in clashes between farmers and herders in south-eastern Kenya.

Anthony Kamitu, who is leading police operations to prevent the attacks, said Friday that the Pokomo tribe of farmers raided a village of the Orma herding community, called Kipao, at dawn in the Tana River Delta.

The latest deaths in a tit-for-tat cycle of killings may be related to a redrawing of political boundaries and next year’s general elections, according to the U.N.

At least 110 people were killed in clashes between the Pokomo and Orma in September and October.

Animosity between the two communities over land and water resources has existed for decades.

Investors shed shares of Blackberry maker

NEW YORK (AP) — Shares of Blackberry maker Research in Motion slumped more than 16 percent Friday with future revenue coming into question and a declining number of subscribers.

RIM’s stock jumped initially Thursday when the Canadian company released better-than-expected third-quarter results and a stronger cash position.

Shares reversed course during a conference call later, when executives said that the company won’t generate as much revenue from telecommunications carriers once it releases the new BlackBerry 10.

RIM’s stock had been on a three-month rally in which the stock more than doubled from levels not previously seen since 2003.

“Despite a solid quarter, the stock is trading down due to the introduction of a lower enterprise service tier and fears that RIM will not receive monthly services revenues for consumer BB10 subscribers,” said Jefferies analyst Peter Misek. He thinks RIM has offered carriers a lower-priced option in exchange for a bigger purchase commitment for the new device. He kept his “Hold” rating.

Sterne Agee analyst Shaw Wu kept maintained a “Neutral” rating on the stock, but lowered his earnings estimates, saying he continued to be concerned about RIM’s ability to compete with Apple and Google.

Shares of Research in Motion Ltd. fell $ 2.29 to $ 11.83 in morning trading.

Moroccan road film subverts Hollywood stereotypes

DUBAI (Reuters) – When director John Slattery first visited Morocco, the familiarity was jarring – and as removed from the images of an exotic Orient conjured up by Hollywood as possible.

That dichotomy between the representation and the reality of Morocco drives Slattery‘s charming paean to a country he clearly loves and makes “Casablanca, Mon Amour” a thoughtful rejoinder to U.S. popular culture.

Two young Moroccans spend three weeks travelling their native country, filming what they see on a digital camera while passing by studios and locations that have formed the backdrop for many Hollywood blockbusters, an industry Morocco has cultivated.

The film is spliced with shots of endearingly bemused or nervous ordinary people giving their thoughts to the camera about Hollywood and its global stars, as well as clips from classics such as “Casablanca” featuring off-the-cuff anti-Arab slurs like “you can’t trust them” and “they all look alike”.

“We had the idea of going on this trip and to be this stupid American film crew going to make this traditional movie using Morocco, but we wanted to subvert that,” Slattery said after a screening at the Dubai international film festival this week.

“There was not really a script but the trip was their trip and so wherever they went we followed them. So that way they were really directing the film.”

Shot by Hassan, who narrates the road trip in French, the images shift from scenes of daily life caught on camera, to his comically testy relationship with his travelling companion Abdel, to a troupe they stumble upon in Meknes that plays traditional Moroccan “malhoun” music.

Hassan, a real-life film school student at the time, is using the road trip for a class project, while Abdel wants to visit a dying uncle on the other side of the country.

Slattery includes footage from Moroccan television from the Marrakech film festival in which comic actor Bashar Skeirej declares that “a country without its own art will never have a history”.

It’s a subtle suggestion that the government should do more to promote domestic film rather than just rent out landscapes for Hollywood misrepresentation.

Morocco has formed the backdrop for a fictionalized Orient in “Ishtar”, doubled as Abu Dhabi in the “Sex in the City 2″ and been various distant planets in Star Wars films.

“National cinemas in many countries are being destroyed or have been destroyed because of this massive power of marketing that is Hollywood,” said Slattery, a California-based American of Irish origin. “They destroy little films, they destroy the possibility for little stories.”

The film, a labor of love that took Slattery seven years to complete, borrows from the book “Reel Bad Arabs”, author Jack Shaheen’s study of Hollywood’s anti-Arab stereotypes. Its title references Alain Resnais’s 1959 French New Wave classic “Hiroshima, Mon Amour”.

“(When) I would say ‘Morocco’, people would say ‘were you scared’, or a polite ‘what was that like?’,” Slattery said, recounting reactions in the United States when he would talk about his first experiences as a peace corps volunteer.

“There was that whole category of fear in the responses, or ‘Morocco, you must have seen Lawrence of Arabia’, or ‘Blackhawk Down’! – all these film titles. That stuck with me, this fear and movies were the two references for Morocco.”

Yet Slattery‘s first day in the North African country could not have been more mundane, he said.

A colleague whisked him off to a rural home near Rabat where he met farmers who reminded him of Ireland.

“This guy opens (his door) in a tweed jacket that was all torn up. This is how these old farmers dress in Ireland, and his hands were all calloused and dirty. It just felt very familiar to me,” Slattery said.

“His grandmother had a television hooked up to a car battery for electricity. I spent the weekend there, hanging out with these people, cutting hay and stuff, and I just thought ‘this is Ireland’.”

A somber moment for 26 victims of Sandy Hook school massacre

NEWTOWN, Conn. (AP) — The chiming of bells reverberated throughout Newtown on Friday, commemorating one week since the crackle of gunfire in a schoolhouse killed 20 children and six adults in a massacre that has shaken the community — and the nation — to its core.

Gov. Dannel P. Malloy gathered with other officials in rain and wind on the steps of the Edmond Town Hall as the bell rang 26 times in memory of each life lost at Sandy Hook Elementary School. The gunman also killed his mother before the massacre, and himself afterward.

Officials didn't plan any formal remarks Friday morning, and similar commemorations took place throughout the country.

Though the massacre does not rank as the deadliest school shooting in U.S. history — that happened at Virginia Tech — the tender age of the victims and the absence of any apparent motive has struck at Americans' hearts and minds. The gunman used a military-style assault rifle loaded with ammunition intended to inflict maximum damage, officials have said.

The White House said President Barack Obama privately observed the moment of silence.

Just a week after the attack, gun control has taken a front burner in Congress, where previous mass shootings produced only minimal legislative reaction. Vice President Joe Biden said Thursday that the Obama administration would push to tighten gun laws.

The National Rifle Association plans a Friday morning news conference, its first public event since the shootings. The nation's largest gun-rights lobby with 4.3 million members has said it will offer "meaningful contributions to help make sure this never happens again."

Traffic stopped in the streets outside the town hall in Newtown as bells rang out to honor the dead.

Malloy, taking deep breaths with his hands folded in front of him, was joined by the Newtown superintendent of schools, lawmakers and other officials as bells rang out at the nearby Trinity Episcopal Church.

"When I heard the 26 bells ring it just melted my soul," said Kerrie Glassman of Sandy Hook who said she knew seven of the victims. "It's just overwhelming. You just can't believe this happened in our town."

Among those who came out to observe the ceremony was Edie Hardwick, 66, of Middlebury, Conn.

"It's such a horrific thing. Such a horrible thing." she said.

When the bells tolled mournfully to honor the victims of last week's shooting rampage, they did so 26 times, for each child and staff member killed.

Rarely do residents mention the first person police said Adam Lanza killed that morning: his mother, Nancy, who was shot in the head four times while she lay in bed.

That makes 27.

A private funeral was held Thursday in New Hampshire for Nancy Lanza, according to Donald Briggs, the police chief in Kingston, N.H., where her funeral was held. About 25 family members attended the ceremony.

In Newtown, where makeshift memorials of stuffed animals, angels, candles, flowers and balloons have blossomed on patches of grass throughout town, there is only one noticeable tribute to Nancy Lanza. It's a letter written by a friend on yellow paper affixed, screwed and shellacked onto a red piece of wood.

"Others now share pain for choices you faced alone; May the blameless among us throw the first stone," it reads in part.

No one outwardly blames Nancy Lanza for the rampage. But authorities have said the gunman, her 20-year-old son Adam, used the guns she kept at their home to carry out a massacre that became the second-deadliest school shooting in U.S. history and has stirred lawmakers to call for gun control laws.

Some view her as a victim, but one whose guns were used to kill first-graders. And others think Nancy Lanza was an innocent victim, one who should be counted and included at memorials.

Newtown and environs weathered a fourth day of funerals Thursday as mourners laid to rest Catherine Hubbard, Benjamin Wheeler, Jesse Lewis and Allison Wyatt, all 6 years old; and Grace McDonnell, 7. On Friday, five funerals or memorials were planned.

U.S. Attorney General Eric Holder was one of the people to visit Newtown on Thursday, stopping by a firehouse.

Biden, who is overseeing the administration's response to last week's shooting, said he and Obama are "absolutely committed" to curbing gun violence in the United States.

"Even if we can only save one life, we have to take action," he said.

Gun-control measures have faced fierce resistance in Congress for years, but that may be changing because of the events in Connecticut, which shocked the nation.

After the shooting, Obama signaled for the first time that he's willing to spend significant political capital on the issue. Some prominent gun-rights advocates on Capitol Hill — Democrats and Republicans alike — have expressed willingness to consider new measures.

Investigators have said that Nancy Lanza, a gun enthusiast, visited shooting ranges several times and that her son also visited an area range.

Authorities say Adam Lanza shot his mother at their home and then took her car and some of her guns to the school, where he broke in and opened fire. A Connecticut official said Nancy Lanza was shot four times in the head with a .22-caliber rifle.

Adam Lanza was wearing all black, with an olive-drab utility vest, during the school attack. Investigators have found no letters or diaries that could explain the rampage.

Friends and acquaintances have described him as intelligent, but odd and quiet.

Friends said he would stare down at the floor and not speak when she brought him into a local pizzeria. They knew that he'd switched schools more than once and that she'd tried home schooling him. But while she occasionally expressed concern about his future during evenings at the bar, she never complained.

"I heard her as a parent. I always said that I wouldn't want to be in her shoes. But I thought, 'Wow. She holds it well,'" said Jon Tambascio, son of the pizzeria operator.

State Department security chief leaves post over Benghazi

WASHINGTON (Reuters) – The U.S. State Department said on Wednesday its security chief had resigned from his post and three other officials had been relieved of their duties following a scathing official inquiry into the September 11 attack on the U.S. mission in Benghazi.

Eric Boswell has resigned effective immediately as assistant secretary of state for diplomatic security, State Department spokeswoman Victoria Nuland said in a terse statement. A second official, speaking on condition of anonymity, said Boswell had not left the department entirely and remained a career official.

Nuland said that Boswell, and the three other officials, had all been put on administrative leave “pending further action.”

An official panel that investigated the incident concluded that the Benghazi mission was completely unprepared to deal with the attack, which killed U.S. Ambassador Christopher Stevens and three other Americans.

The unclassified version of the report, which was released on Tuesday, cited “leadership and management” deficiencies, poor coordination among officials and “real confusion” in Washington and in the field over who had the authority to make decisions on policy and security concerns.

“The ARB identified the performance of four officials, three in the Bureau of the Diplomatic Security and one in the Bureau of (Near Eastern) Affairs,” Nuland said in her statement, referring to the panel known as an Accountability Review Board.

Secretary of State Hillary Clinton accepted Boswell’s decision to resign effective immediately, the spokeswoman said.

Earlier, a U.S. official who spoke on condition of anonymity said Boswell, one of his deputies, Charlene Lamb, and a third unnamed official has been asked to resign. The Associated Press first reported that three officials had resigned.

PANEL STOPS SHORT OF BLAMING CLINTON

The Benghazi incident appeared likely to tarnish Clinton’s four-year tenure as secretary of state but the report did not fault her specifically and the officials who led the review stopped short of blaming her.

“We did conclude that certain State Department bureau-level senior officials in critical positions of authority and responsibility in Washington demonstrated a lack of leadership and management ability appropriate for senior ranks,” retired Admiral Michael Mullen, one of the leaders of the inquiry, told reporters on Wednesday.

The panel’s chair, retired Ambassador Thomas Pickering, said it had determined that responsibility for security shortcomings in Benghazi belonged at levels lower than Clinton’s office.

“We fixed (responsibility) at the assistant secretary level, which is, in our view, the appropriate place to look for where the decision-making in fact takes place, where – if you like – the rubber hits the road,” Pickering said after closed-door meetings with congressional committees.

The panel’s report and the comments by its two lead authors suggested that Clinton, who accepted responsibility for the incident in a television interview about a month after the Benghazi attack, would not be held personally culpable.

Pickering and Mullen spoke to the media after briefing members of the House of Representatives Foreign Affairs Committee and Senate Foreign Relations Committee behind closed doors on classified elements of their report.

Clinton had been expected to appear at an open hearing on Benghazi on Thursday, but is recuperating after suffering a concussion, dehydration and a stomach bug last week. She will instead be represented by her two top deputies.

Clinton, who intends to step down in January, said in a letter accompanying the review that she would adopt all of its recommendations, which include stepping up security staffing and requesting more money to fortify U.S. facilities.

The National Defense Authorization Act for 2013, which is expected to go to Congress for final approval this week, includes a measure directing the Pentagon to increase the Marine Corps presence at diplomatic facilities by up to 1,000 Marines.

Some Capitol Hill Republicans who had criticized the Obama administration’s handling of the Benghazi attacks said they were impressed by the report.

“It was very thorough,” said Senator Johnny Isakson. Senator John Barrasso said: “It was very, very critical of major failures at the State Department at very high levels.” Both spoke after the closed-door briefing.

Others, however, took a harsher line and called for Clinton to testify as soon as she is able.

“The report makes clear the massive failure of the State Department at all levels, including senior leadership, to take action to protect our government employees abroad,” Representative Mike Rogers, the Republican chairman of the House Intelligence Committee, said in a statement.

Senator Bob Corker, who will be the top Republican on the Senate Foreign Relations Committee when the new Congress is seated early next year, said Clinton should testify about Benghazi before her replacement is confirmed by the Senate.

Republicans have focused much of their firepower on U.S. Ambassador to the United Nations Susan Rice, who appeared on TV talk shows after the attack and suggested it was the result of a spontaneous protest rather than a premeditated attack.

The report concluded that there was no such protest.

Rice, widely seen as President Barack Obama’s top pick to succeed Clinton, withdrew her name from consideration last week.

Facebook predicted to overtake Google in mobile display ad revenue this year

Shares of Facebook (FB) have begun to rebound since the company’s disastrous initial public offering this past May. After opening at $ 38 per share the company’s stock plummeted into the mid-20s over the summer months and eventually fell to a low of $ 17.55 in early September. Since then, however, Facebook shares have begun to bounce back after the company posted better-than-expected results in the third quarter. While Facebook stock is still down more than 25% on the year, it is rising steadily as analysts and investors become increasingly bullish about the company’s future as a leading advertising platform.

According to a new report from eMarketer, Facebook is predicted to surpass Google (GOOG) in mobile display advertising in 2012. Google is expected to generate $ 339 million in mobile ad revenue this year, a significant increase from previous estimates of between $ 45 and $ 100 million. The research firm notes that Facebook is expected to capture an 18.4% share of the mobile display ad market in the U.S. this year, compared to Google’s 17% share, which is down from 23% in 2011.

The firm predicts that Facebook and Google will continue to battle for the No.1 spot in the mobile ad market over the next few years. Facebook is expected to increase its lead to 25.2% in 2013, compared to Google’s 19.6% share. Google is estimated to bounce back in 2014, however, with a market leading 23.1% share, ahead of Facebook’s 22.7% share.

Despite the impressive numbers, eMarketer notes that mobile still represents a small slice of the total advertising market. In 2012, only 2.4% of total ad spending in the U.S. is expected to go towards mobile ads, but the market is expected to reach an 11% share by 2016 when it surpasses both radio and print spending.

Thousands mourn U.S.-Mexican singer Jenni Rivera

LOS ANGELES (Reuters) – Thousands of mourners on Wednesday packed a Los Angeles theater to pay their final respects to Mexican-American singer Jenni Rivera more than a week after her death in a plane crash.

Rivera, 43, best known for her work in the Mexican folk Nortena and Banda genres, died after the small jet she was traveling in crashed in northern Mexico on December 9.

Rivera’s family, dressed in white, led the memorial service eulogizing the singer. A bank of white roses was displayed in front of Rivera’s bright red coffin and a brass band performed musical interludes.

More than 6,000 people crowded into the theater about 30 miles north of her childhood home in Long Beach, California. Tickets for the service at the Gibson Amphitheatre sold out within minutes, organizers said.

The daughter of Mexican immigrants, Rivera was called the “Diva de la Banda.” She sold about 15 million albums and earned a slew of Latin Grammy nominations during her 17-year career.

“Jenni made it OK for women to be who they are,” her manager Pete Salgado said at the service. “Jenni also made it OK to be from nothing, with the hopes of being something.”

Rivera had five children, the first at age 15, and was married three times. Her third husband was baseball pitcher Esteban Loaiza. Rivera’s private life influenced her songs, which often referenced living through hardship.

“She’s a fighter and she knows it’s in all of us,” Rivera’s son Michael said between video tributes.

In recent years, Rivera branched out into television, appearing on a reality television show and serving as a judge on the Mexican version of the singing competition “The Voice.” Television broadcaster ABC was reported to be developing a comedy pilot for the singer.

Rivera’s plane crashed in mountains south of Monterrey killing all seven on board.

The singer was to perform in the city of Toluca, 40 miles southwest of Mexico City, in central Mexico after a concert in Monterrey. It is not clear what caused the crash.

Texas governor asks cancer agency to halt grants

AUSTIN, Texas (AP) — A $ 3 billion cancer-fighting effort that’s already under criminal investigation received yet more humiliation Wednesday when Texas Gov. Rick Perry called for a moratorium on new grants until confidence is restored in a once-celebrated agency that has plunged into turmoil in just three years.

Leaders of the Cancer Prevention and Research Institute of Texas quickly embraced the request from Perry, who unveiled the unprecedented state-run cancer fight in 2009 with promises of medical breakthroughs. But the effort has unraveled into one of Texas‘ biggest tempests involving a state agency in Perry’s 12 years as governor.

A key Republican lawmaker who filed the original bill creating CPRIT piled on Wednesday by introducing new legislation, this time calling for new polices to bolster agency oversight and accountability. The agency also faces another round of scrutiny Thursday in front of a key state budget-writing committee.

“The mission of defeating cancer is too important to be derailed by inadequate processes and a lack of oversight,” Perry said in a letter to CPRIT’s oversight committee. That panel includes members appointed by Perry and some of his top political donors.

The governor added, “It is important that we restore the confidence of the Texas taxpayers who approved this important initiative before new funds are dispersed.”

The letter was co-signed by Lt. Gov. David Dewhurst and state House Speaker Joe Straus, who also appoints members of the agency’s governing board.

CPRIT controls the nation’s second-largest pot of cancer research dollars, behind the National Institutes of Health. That federal department’s cancer-research arm, the National Cancer Institute, also has said it is reviewing the troubles surrounding the Texas agency.

NCI confers on CPRIT prestigious status as an approved funding entity and losing that designation would be another blow for the beleaguered agency. It’s already under a criminal investigation, is the target of widespread rebuke from scientists and has seen its leadership purged by resignations, including its executive director last week.

In a statement, oversight committee Chairman Jimmy Mansour and Vice Chairman Joseph Bailes said they agreed with Perry’s call to cooperate with current reviews, implement recommended changes, enact reforms and fill key positions.

“These issues need to be resolved to restore public confidence in CPRIT,” they said in a joint statement.

The reviews began after CPRIT disclosed that an $ 11 million grant to a private company had bypassed review.

The award to Dallas-based Peloton Therapeutics, a biomedical startup, marked the second time this year that a lucrative taxpayer-funded grant authorized by CPRIT instigated backlash and raised questions about oversight.

The first involved a $ 20 million grant to M.D. Anderson Cancer Center in Houston that CPRIT’s former chief science officer, Nobel laureate Dr. Alfred Gilman, described as a thin proposal that should have first been scrutinized by an outside panel of scientific peer-reviewers, even though none was required under the agency’s rules.

Dozens of the nation’s top scientists agreed. They resigned en masse from the agency’s peer-review panels along with Gilman. Some accused the agency of “hucksterism” and charting a politically-driven path that was putting commercial product-development above science.

Canada serial killer inquiry finds “systemic bias” by police

(Reuters) – Police made critical errors in pursuing Canadian serial killer Robert Pickton partly because of “systemic bias” against his victims, sex trade workers from a rough Vancouver neighborhood, according to the final report from a public inquiry released on Monday.

Commissioner Wally Oppal was asked by the British Columbia government to investigate, in effect, why Pickton was not caught sooner. Women disappeared from the Downtown Eastside neighborhood for more than a decade before the pig farmer’s 2002 arrest.

“The investigations of missing and murdered women were characterized by blatant police failures, and by public indifference,” Oppal said at a press conference in Vancouver that was frequently interrupted by protesters.

Pickton was convicted of six murders, but prosecutors believe he killed many more – 20 other charges were stayed after he received the maximum possible sentence.

Oppal outlined a string of police errors, from failing to take proper reports when women went missing and communicate adequately with families, to ineffective coordination across jurisdictions. He called his more than 1,200-page report, which is based on eight months of hearings, “Forsaken”.

“After reviewing the evidence of the investigations, I have come to the conclusion that there was systemic bias by the police,” he said.

Oppal recommended that the provincial government establish a compensation fund for the children of the victims and consider creating a regional police force for Vancouver, instead of the patchwork of jurisdictions currently in place.

After Oppal’s announcement, B.C. Minister of Justice Shirley Bond wiped away tears as she spoke to victims’ families.

“I want you to know that, however inadequate these words sound, we are sorry for your loss,” she said. “We will work hard to prevent these circumstances from being repeated in our province.”

She announced the appointment of a former lieutenant governor, Steven Point, to serve as the report’s “champion”, guiding implementation. Bond said the government would immediately give new funding to WISH, a drop-in center for women who work in the Downtown Eastside’s sex trade.

POLICE RESPOND

The Vancouver Police Department said in a short statement that it is committed to learning from its mistakes and will study the report.

“We know that nothing can ever truly heal the wounds of grief and loss but if we can, we want to assure the families that the Vancouver Police Department deeply regrets anything we did that may have delayed the eventual solving of these murders,” it said.

Deputy Commissioner Craig Callens, who commands the Royal Canadian Mounted Police in British Columbia, said in a statement that his force will review the report.

Oppal said many individual police officers were diligent, and he commended several by name. But he said that as a system, the authorities failed because of bias against Pickton’s victims, many of whom were poor and addicted to drugs.

“Would the reaction of the police and the public have been any different if the missing women had come from Vancouver’s (more affluent) west side? The answer is obvious,” he said.

Aboriginal women were overrepresented among the victims, and Oppal repeatedly referred to the broader “marginalization” of aboriginal people in Canada.

“There has to be community responsibility for what has taken place,” he said, highlighting poverty and the conditions on the Downtown Eastside. “The social reality is that racism and gender bias are prevalent within Canadian society, and we must do something to eradicate those.”

Victims’ families and activists were on hand for Oppal’s press conference, and he stopped speaking several times as audience members shouted criticism, chanted and played drums.

The provincial government did not offer funding to a number of community organizations that said they needed support to participate in the lengthy and complex inquiry. In protest, other groups boycotted the process.

In November, several organizations, including the B.C. Civil Liberties Association, released their own report, criticizing the inquiry for, among other things, excluding too many aboriginal women, sex trade workers and drug users.

Bond, the justice minister, said she did not regret the decision not to fund those groups, but said she saw them participating in the future. “I think going forward this is room for us to include other voices.” (Reporting by Allison Martell; Editing by Eric Beech)

Facebook CEO Zuckerberg donating $500M in stock

SAN FRANCISCO (AP) — Facebook CEO Mark Zuckerberg said he is donating nearly $ 500 million in stock to a Silicon Valley charity with the aim of funding health and education issues.

Zuckerberg donated 18 million Facebook shares, valued at $ 498.8 million based on their Tuesday closing price. The beneficiary is the Silicon Valley Community Foundation, a nonprofit that works with donors to allocate their gifts.

This is Zuckerberg’s largest donation to date. He pledged $ 100 million in Facebook stock to Newark, N.J., public schools in 2010, before his company went public earlier this year. Later in 2010, he joined Giving Pledge, an effort led by Microsoft Corp. founder Bill Gates and Berkshire Hathaway Inc. CEO Warren Buffett to get the country’s richest people to donate most of their wealth. His wife, Priscilla Chan, joined with him.

TLC has pushed back the premiere of the special to January 6 at 10/9c in light of the school shootings in Newtown, Conn. last week.

“Best Funeral Ever” was initially scheduled to premiere on December 26 at 8/7c.

“Best Funeral Ever” centers around the Golden Gate Funeral Home in Dallas, which specializes in elaborate specialty funerals catering to the deceased’s interest. In the special, a doo-wop singer famous for his rib-sauce jingle receives a barbecue-themed sendoff, while a disabled man who was unable to ride roller coasters in mortal life receives a State Fair-themed funeral.

Since last Friday’s horrific shootings, a number of programs and other entertainment-related events have been moved out of sensitivity. Syfy, for one, decided not to air its scheduled episode of “Haven” on Friday night, because it contained elements of fictionalized school violence.

MOSCOW (Reuters) – Russian state technology firm Rusnano, alongside a group of investors, is investing $ 93 million in three U.S.-based pharmaceutical firms to develop drugs to treat illnesses such as epilepsy, the investors said on Wednesday.

Rusnano is making the investment with U.S. venture capital fund Domain Associates and other investors. Rusnano partnered with Domain in March with plans to invest around $ 760 million in U.S. healthcare and pharmaceutical firms to bring new drugs to the Russian market.

The three companies receiving investments – Marinus Pharmaceuticals, Lithera and Regado Biosciences – are portfolio companies of Domain and the investments will be used to register medications and undertake further clinical trials in the U.S. and Russia, the companies said.

Marinus is developing a drug for the treatment of epilepsy, Lithera works on products for aesthetic medicine and ophthalmology and Regado is developing antithrombotic products.

Gun deaths set to outpace car fatalities

Deaths from firearms are set to outstrip car fatalities for the first time, according to data from the Centers for Disease Control and reported by Bloomberg News.

The CDC estimates that auto-related deaths--long on the decline as more motorists wear seat-belts and face harsher penalties for drunk driving--will fall to 32,000 in 2015. Deaths from firearms, which include suicides and accidents, are estimated to rise to 33,000 over the same period.

Every day, 85 Americans are shot dead, about 53 of them in suicides. This figure is still lower than 1993's  peak in gun deaths (37,666) , but has risen significantly since firearm deaths reached a low  in 2000 (28,393). The data goes back to 1979.

Meanwhile, USA Today, which  looked at FBI figures, reports that 774 people were killed between 2006 and 2010 by a mass killer, defined as a person who kills four or more people in one incident. That means mass killers strike on average once every two weeks. A third of the 156 mass killings did not involve firearms, but rather fire, knife or other weapon. Almost all of the mass killers in those years were men, and their average age was 32. The dozens of deaths caused by mass killers represented about 1 percent of all murders between 2006 and 2010.

Syrian rebels take control of Damascus Palestinian camp

BEIRUT (Reuters) – Syrian rebels took full control of the Yarmouk Palestinian refugee camp on Monday after fighting raged for days in the district on the southern edge of President Bashar al-Assad‘s Damascus powerbase, rebel and Palestinian sources said.

The battle had pitted rebels, backed by some Palestinians, against Palestinian fighters of the pro-Assad Popular Front for the Liberation of Palestine-General Command (PFLP-GC). Many PFLP-GC fighters defected to the rebel side and their leader Ahmed Jibril left the camp two days ago, rebel sources said.

“All of the camp is under the control of the (rebel) Free Syrian Army,” said a Palestinian activist in Yarmouk. He said clashes had stopped and the remaining PFLP fighters retreated to join Assad‘s forces massed on the northern edge of the camp.

The battle in Yarmouk is one of a series of conflicts on the southern fringes of Assad’s capital, as rebels try to choke the power of the 47-year-old leader after a 21-month-old uprising in which 40,000 people have been killed.

Government forces have used jets and artillery to try to dislodge the fighters but the violence has crept into the heart of the city and activists say rebels overran three army stations in a new offensive in the central province of Hama on Monday.

On the border with Lebanon, hundreds of Palestinian families fled across the frontier following the weekend violence in Yarmouk, a Reuters witness said.

Syria hosts half a million Palestinian refugees, most living in Yarmouk, descendants of those admitted after the creation of Israel in 1948, and has always cast itself as a champion of the Palestinian struggle, sponsoring several guerrilla factions.

Both Assad’s government and the mainly Sunni Muslim Syrian rebels have enlisted and armed divided Palestinian factions as the uprising has developed into a civil war.

“NEITHER SIDE CAN WIN”

Syrian Vice President Farouq al-Sharaa said in a newspaper interview published on Monday that neither Assad’s forces nor rebels seeking to overthrow him can win the war.

Sharaa, a Sunni Muslim in a power structure dominated by Assad’s Alawite minority, has rarely been seen since the revolt erupted in March 2011 and is not part of the president’s inner circle directing the fight against Sunni rebels. But he is the most prominent figure to say in public that Assad will not win.

Sharaa said the situation in Syria was deteriorating and a “historic settlement” was needed to end the conflict, involving regional powers and the U.N. Security Council and the formation of a national unity government “with broad powers”.

“With every passing day the political and military solutions are becoming more distant. We should be in a position defending the existence of Syria. We are not in a battle for an individual or a regime,” Sharaa was quoted as telling Al-Akhbar newspaper.

“The opposition cannot decisively settle the battle and what the security forces and army units are doing will not achieve a decisive settlement,” he said, adding that insurgents fighting to topple Syria’s leadership could plunge it into “anarchy and an unending spiral of violence”.

Sources close to the Syrian government say Sharaa had pushed for dialogue with the opposition and objected to the military response to an uprising that began peacefully.

In a veiled criticism of the crackdown, he said there was a difference between the state’s duty to provide security to its citizens, and “pursuing a security solution to the crisis”.

He said even Assad could not be certain where events in Syria were leading, but that anyone who met him would hear that “this is a long struggle…and he does not hide his desire to settle matters militarily to reach a final solution.”

In Hama province, rebels and the army clashed in a new campaign launched on Sunday by rebels to block off the country’s north, activists said.

The Syrian Observatory for Human Rights, an opposition-linked violence monitor, said fighting raged through the provincial towns of Karnaz, Kafar Weeta, Halfayeh and Mahardeh.

It said there were no clashes reported in Hama city, which lies on the main north-south highway connecting the capital with Aleppo, Syria’s second city.

Qassem Saadeddine, a member of the newly established rebel military command, said on Sunday fighters had been ordered to surround and attack army positions across the province. He said Assad’s forces were given 48 hours to surrender or be killed.

In 1982 Hafez al-Assad, father of the current ruler, crushed an uprising in Hama city, killing up to 30,000 civilians.

Qatiba al-Naasan, a rebel from Hama, said the offensive would bring retaliatory air strikes from the government but that the situation is “already getting miserable”.

Florida man sentenced to 10 years in “hackerazzi” case

LOS ANGELES (Reuters) – A Florida man who pleaded guilty to hacking into the email accounts of celebrities to gain access to nude photos and private information was sentenced to 10 years in prison by a federal judge in Los Angeles on Monday.

Former office clerk Christopher Chaney, 36, said before the trial that he hacked into the accounts of film star Scarlett Johansson and other celebrities because he was addicted to spying on their personal lives.

Prosecutors said Chaney illegally gained access to email accounts of more than 50 people in the entertainment industry, including Johansson, actress Mila Kunis, and singers Christina Aguilera and Renee Olstead from November 2010 to October 2011.

Chaney, who was initially charged with 28 counts related to hacking, struck a plea deal with prosecutors in March to nine felony counts, including wiretapping and unauthorized access to protected computers.

“I don’t know what else to say except I’m sorry,” Chaney said during his sentencing. “This will never happen again.”

Chaney was ordered to pay $ 66,179 in restitution to victims.

Prosecutors recommended a 71-month prison for Chaney, who faced a maximum sentence of 60 years.

TEARFUL JOHANSSON

Prosecutors said Chaney leaked some of the private photos to two celebrity gossip websites and a hacker.

Johansson said the photos, which show her topless, were taken for her then-husband, actor Ryan Reynolds.

In a video statement shown in U.S. District Court in Los Angeles, a tearful Johansson said she was “truly humiliated and embarrassed” when the photos appeared online, asking Judge S. James Otero to come down hard on Chaney.

Prosecutors said Chaney also stalked two unnamed Florida women online, one since 1999 when she was 13 years old.

Chaney, a native of Jacksonville, Florida, was arrested in October 2011 after an 11-month FBI investigation dubbed “Operation Hackerazzi” and he continued hacking after investigators initially seized his personal computers.

Shortly after his arrest, Chaney told a Florida television station that his hacking of celebrity email accounts started as curiosity and later he became “addicted.”

“I was almost relieved months ago when they came in and took my computer … because I didn’t know how to stop,” he said.

“Fiscal cliff” deal closer, but gaps remain

WASHINGTON (Reuters) – After making major concessions on long-held “fiscal cliff” positions, President Barack Obama and House of Representatives Speaker John Boehner will test the reaction Tuesday of their respective parties in the U.S. Congress and continue talks aimed at further narrowing their differences.

The effort is designed to avert the steep tax hikes and across the board spending cuts set to take effect unless a deal is enacted into law before December 31. Enactment would require a buy-in by the full U.S. Senate and House on whatever Obama and Boehner present to them. Neither Obama or Boehner can be certain yet on how much resistance they might meet.

Though much work remains, the progress contrasted dramatically with previous movement so slow that as recently as Sunday, some Washington insiders saw a 50-50 chance of going over the cliff – which the Congressional Budget Office says would bring on a new recession.

In rapid developments Monday, the two sides came significantly closer to bridging gaps on critical issues such as tax hikes for the wealthy and cuts in Social Security cost-of-living benefits. Those issues have the potential to cause problems politically for both leaders, as Republicans and Democrats start to study them.

Obama and Boehner made the most headway on extending the reduced tax rates originally enacted in the administration of President George W. Bush. Both have agreed to keep the low rates for everyone but the wealthy, but they still differ on who qualifies as wealthy for tax purposes.

Obama, whose definition has for months been taxpayers above the $ 250,000 threshold, traveled to $ 400,000 in his latest offer. Boehner was at $ 1 million, but could move down to $ 500,000.

Obama also offered a “fast track” process for major tax and spending reforms in the year ahead. A Republican aide who asked not to be identified said that “conceptually,” there was agreement to make permanent changes in the tax code, with some of those changes taking effect at the start of 2013 and others at the beginning of 2014.

A comprehensive cliff-avoiding agreement would immediately substitute new and more targeted spending cuts for the indiscriminate slashing of defense and non-defense programs known as “sequestration.”

Possible plans to produce cuts in spending for Medicare and Medicaid, the government health insurance programs for seniors and low income Americans respectively, remain to be discussed.

Boehner and Obama have made headway on the politically explosive question of the president’s ability to avoid constant battles over raising the debt ceiling, which controls the level of borrowing by the government. Boehner is ready to give Obama a year of relative immunity from conservative strife over the debt ceiling, while Obama is pushing for two years.

Boehner is set to meet with Republicans in the House Tuesday morning and then speak to reporters. Also likely Tuesday is a White House briefing which could shed more light on the work ahead.

The reaction Tuesday from their party allies in Congress may help determine how much further each can go to finish off a deal and how much long it would require to do so.

Classes resume in Newtown

NEWTOWN, Conn. (AP) — With security stepped up and families still on edge in Newtown, students began returning to school Tuesday for the first time since last week's massacre, bringing a return of familiar routines — at least, for some — to a grief-stricken town as it buries 20 of its children.

One 6-year-old boy's funeral was under way Tuesday morning, and two other 6-year-old boys were laid to rest Monday in the first of a long, almost unbearable procession of funerals. A total of 26 people were killed at Sandy Hook Elementary in one of the worst mass shootings in U.S history.

Classes resume Tuesday for Newtown schools except those at Sandy Hook. At Newtown High School, students in sweatshirts and jackets, many wearing headphones, betrayed mixed emotions. Some waved at or snapped photos of the assembled media horde, and others appeared visibly shaken.

"There's going to be no joy in school," said 17-year-old senior P.J. Hickey. "It really doesn't feel like Christmas anymore."

At St. Rose of Lima Catholic Church in Newtown, a hearse arrived Tuesday morning carrying the casket of first-grader James Mattioli for the first of eight funerals of victims to be held in the coming days at the church. Mourners gathered outside, and the family followed the casket in.

At the high school, students didn't expect to get much work done Tuesday but rather anticipated most of the day would be spent talking about the shooting.

"We're going to be able to comfort each other and try and help each other get through this because that's the only way we're going to do it. Nobody can do this alone," Hickey said.

Sophomore Tate Schwab echoed that.

"It's definitely better than just sitting at home watching the news," he said.

"It really hasn't sunk in yet," he said. "It feels to me like it hasn't happened. It's really weird."

As for concerns about safety, Hickey was defiant.

"This is where I feel the most at home. I feel safer here than anywhere else in the world."

Some parents were likely to keep their children at home anyway. Local police and school officials have been discussing how and where to increase security, and state police said they would be on alert for threats and hoaxes.

On Monday, Newtown held the first two funerals of many the picturesque New England community of 27,000 people will face over the next few days, just as other towns are getting ready for the holidays. At least one funeral is planned for a student — 6-year-old Jessica Rekos — as well as several wakes, including one for teacher Victoria Soto, who has been hailed as a hero for sacrificing herself to save several students.

Two funeral homes filled Monday with mourners for Noah Pozner and Jack Pinto, both 6 years old. A rabbi presided at Noah's service, and in keeping with Jewish tradition, the boy was laid to rest in a simple brown wooden casket with a Star of David on it.

"I will miss your perpetual smile, the twinkle in your dark blue eyes, framed by eyelashes that would be the envy of any lady in this room," Noah's mother, Veronique Pozner, said at the service, according to remarks the family provided to The Associated Press. Both services were closed to the news media.

"Most of all, I will miss your visions of your future," she said. "You wanted to be a doctor, a soldier, a taco factory manager. It was your favorite food, and no doubt you wanted to ensure that the world kept producing tacos."

She closed by saying: "Momma loves you, little man."

Noah's twin, Arielle, who was assigned to a different classroom, survived the killing frenzy.

At Jack Pinto's Christian service, hymns rang out from inside the funeral home, where the boy lay in an open casket. Jack was among the youngest members of a youth wrestling association in Newtown, and dozens of little boys turned up at the service in gray Newtown Wrestling T-shirts.

Jack was a fan of New York Giants wide receiver Victor Cruz and was laid to rest in a Cruz jersey.

Authorities say the man who killed the two boys and their classmates, 20-year-old Adam Lanza, shot his mother, Nancy, at their home and then took her car and some of her guns to the school, where he broke in and opened fire. A Connecticut official said the mother, a gun enthusiast who practiced at shooting ranges, was found dead in her pajamas in bed, shot four times in the head with a .22-caliber rifle.

Lanza was wearing all black, with an olive-drab utility vest with lots of pockets, during the attack.

As investigators worked to figure out what drove him to lash out with such fury — and why he singled out the school — federal agents said that he had fired guns at shooting ranges over the past several years but that there was no evidence he did so recently as practice for the rampage.

Debora Seifert, a spokeswoman for the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, said both Lanza and his mother fired at shooting ranges, and also visited ranges together.

"We do not have any indication at this time that the shooter engaged in shooting activities in the past six months," Seifert said.

Investigators have found no letters or diaries that could explain the attack.

Whatever his motives, normalcy will be slow in revisiting Newtown. Classes were canceled district-wide Monday.

Dan Capodicci, whose 10-year-old daughter attends the school at St. Rose of Lima Roman Catholic Church, said he thinks it's time for her to get back to classes.

"It's the right thing to do. You have to send your kids back. But at the same time I'm worried," he said. "We need to get back to normal."

The district has made plans to send surviving Sandy Hook students to Chalk Hill, a former middle school in the neighboring town of Monroe. Sandy Hook desks that will fit the small students are being taken there, empty since town schools consolidated last year, and tradesmen are donating their services to get the school ready within a matter of days.

With Sandy Hook Elementary still designated a crime scene, state police Lt. Paul Vance said it could be months before police turn the school back over to the district.

Lanza is believed to have used a Bushmaster AR-15-style rifle, a civilian version of the military's M-16. It is similar to the weapon used in a recent shopping mall shooting in Oregon and other deadly attacks around the U.S. Versions of the AR-15 were outlawed in this country under the 1994 assault weapons ban, but the law expired in 2004.

Private equity firm Cerberus Capital Management announced Tuesday it plans to sell its stake in Freedom Group, maker of the Bushmaster rifle, following the school shootings.

Cerberus said in a statement Tuesday that it was deeply saddened by Friday's events, and that it will hire a financial adviser to help with the process of selling its Freedom Group interests.

The outlines of a national debate on gun control have begun to take shape. At the White House, spokesman Jay Carney said curbing gun violence is a complex problem that will require a "comprehensive solution."

Carney did not offer specific proposals or a timeline. He said President Barack Obama will meet with law enforcement officials and mental health professionals in coming weeks.

New York Mayor Michael Bloomberg, flanked by shooting survivors and relatives of victims of gunfire around the country, pressed Obama and Congress to toughen gun laws and tighten enforcement after the Newtown massacre.

"If this doesn't do it," he asked, "what is going to?"

At least one senator, Virginia Democrat Mark Warner, said Monday that the attack in Newtown has led him to rethink his opposition to the ban on assault weapons.

West Virginia Sen. Joe Manchin, a Democrat who is an avid hunter and lifelong member of the National Rifle Association, said it's time to move beyond the political rhetoric and begin an honest discussion about reasonable restrictions on guns.

"This is bigger than just about guns," he added. "It's about how we treat people with mental illness, how we intervene, how we get them the care they need, how we protect our schools. It's just so sad."
